Colombia changed government mid-2026: outgoing president Gustavo Petro, constitutionally barred from a second term, was succeeded on 7 August 2026 by right-wing outsider Abelardo de la Espriella, who won a narrow run-off with 12.9 million votes — the most of any candidate in Colombian history — defeating Iván Cepeda of Petro’s Historic Pact coalition. The transition arrives as the country remains formally decertified by the United States as a reliable counternarcotics partner, a designation first applied in September 2025 for the first time since 1997 and still in place as of mid-September 2026 despite Washington’s recognition of the new government, per the U.S. State Department.

Formal business formation has kept growing even through this political transition: 173,907 new companies were created in the first half of 2025 alone, up 1.9% year-on-year, and 1,531,437 companies were formally active on the national registry (RUES) as of mid-2025, per Confecámaras, the national chamber-of-commerce federation. The overwhelming majority are tiny: microenterprises make up about 91.8% of operating businesses and 98.9% of newly registered ones.

Labour informality remains a defining structural feature of the economy, running at roughly 54–56% nationally through 2025 and into 2026, though it falls to around 40% in the 13 largest cities and rises above 80% in rural areas, per DANE’s household survey data. Foreign direct investment totalled US$11.47 billion in 2025 (2.5% of GDP), down from 2024, with financial and business services, mining and oil, and manufacturing the leading recipient sectors.

The Petro government leaves behind contested, unfinished reforms that the incoming administration inherits: a pension reform passed in 2024 was suspended by the Constitutional Court over procedural defects and now takes effect only in April 2027, while a proposed 2025 tax reform aimed at raising COP 16.3 trillion was archived by the Senate in December 2025, forcing budget cuts. Colombia’s 2026 national budget runs to roughly COP 534.8 trillion, with about 85% legally pre-committed to transfers, indexed pensions and social programmes — leaving the new government limited near-term fiscal room to maneuver.
