Register & Ownership Overview

Croatia company register data is public on the Sudski registar (Court Register), governed by the Companies Act (Zakon o trgovačkim društvima). Beneficial ownership sits on a separate filing, the Registar stvarnih vlasnika (Register of Beneficial Owners), operated by FINA under the Anti-Money Laundering and Terrorism Financing Prevention Act, which sets a threshold of 25% plus one share of ownership, voting rights, or business stake. For a small fee per extract, rather than free open search. Entities founded solely by the Republic of Croatia or local government units, and joint-stock companies listed on a regulated market, are exempt from the registration requirement.

Analysis

What this data actually tells you about Croatia

Croatia’s central company register, the Sudski registar (Court Register), is maintained by the commercial courts and operated centrally online at sudreg.pravosudje.hr under the Ministry of Justice and Public Administration; a June 2025 redesign expanded e-filing capabilities — including electronic address changes, capital-contribution amendments, and, via the eNotar system, some filings without a notary — and by March 2026, 86% of filings were submitted electronically, with further Court Register Rules amendments taking effect June 1, 2026. The Financial Agency (FINA), a state-owned agency, separately operates the Annual Financial Statements Registry, Croatia’s central repository of filed financial statements since 2002, and also administers the country’s beneficial-ownership register on behalf of the Ministry of Finance’s Office for the Prevention of Money Laundering.

Croatia’s beneficial-ownership register has not yet been reformed to match the EU’s post-2022 access model: following the CJEU’s November 2022 ruling against unrestricted public access, most member states closed or restricted their registers, but Croatia’s still offers the general public free access to a limited data set — name, month and year of birth, country of residence, citizenship, and nature of ownership — with full records reserved for obliged entities demonstrating a legitimate interest through authenticated access. Croatia missed the July 10, 2025 deadline to transpose the EU’s 6th AML Directive access-rules provisions, and in late September 2025 the European Commission opened infringement proceedings against Croatia, among 11 member states, for failing to notify transposition — meaning the country’s current public-access model should be treated as a pending compliance gap rather than settled law.

Foreign-controlled entities

5% foreign-controlled

Foreign-controlled enterprises represented 5% of all Croatian businesses by entity count in 2023; a matching employment-share figure specific to Croatia was not independently confirmed to a reliable, dated source in this pass. Croatia’s inward FDI stock reached approximately €58.8 billion at the end of 2024, up from €53.5 billion in 2023, with the Netherlands, Austria and Luxembourg the leading investor countries.

Who uses Croatia ownership data

The three checks this page's data is most often run for.

🧾

KYB onboarding

Verifying a Croatia counterparty means confirming the beneficial owner behind the entity and evidencing where that answer came from, not just pulling the registered name.

🛡️

AML and sanctions screening

Sanctions exposure often sits above the operating company, in a holding layer registered elsewhere. Screening the local entity alone will not surface it; screening the resolved ownership chain will.

📈

Supplier and credit risk

Only 146,031 Croatia entities have digitized accounts on file, so group membership is often a better solvency signal than a standalone balance sheet.
