Since July 1, 2024, all Registrar filings have moved fully online, with the Companies (Amendment) Law and Decree No. 2 of 2025 formalizing end-to-end digital company administration — name approval, UBO registration, certified-copy requests, and certificates of incorporation or good standing now issue electronically within 24 hours, each bearing a verifiable authenticity code checkable on the Registrar’s site for 90 days; full digital transformation is targeted for August 2026.

Cyprus suspended public access to its beneficial-ownership register on January 3, 2023, following the CJEU’s November 2022 ruling against unrestricted public access, moving to a tiered model for competent authorities, AML-obliged entities, and parties demonstrating a documented legitimate interest. Cyprus is explicitly named among the 11 EU member states against which the European Commission opened infringement proceedings in September 2025 for failing to fully transpose the 6th AML Directive’s access-rules deadline of July 10, 2025, and was separately cited in a July 2026 infringement notice over incomplete transposition of the EU’s criminal-law money-laundering directive. Domestically, Law L.141(I)/2024, effective February 2025, introduced automatic escalating fines for late UBO filings and now requires annual confirmation of UBO data even when nothing has changed.
