The Financial Agency (FINA), a state-owned agency, separately operates the Annual Financial Statements Registry, Croatia’s central repository of filed financial statements since 2002, and also administers the country’s beneficial-ownership register on behalf of the Ministry of Finance’s Office for the Prevention of Money Laundering.

Croatia’s beneficial-ownership register has not yet been reformed to match the EU’s post-2022 access model: following the CJEU’s November 2022 ruling against unrestricted public access, most member states closed or restricted their registers, but Croatia’s still offers the general public free access to a limited data set — name, month and year of birth, country of residence, citizenship, and nature of ownership — with full records reserved for obliged entities demonstrating a legitimate interest through authenticated access. Croatia missed the July 10, 2025 deadline to transpose the EU’s 6th AML Directive access-rules provisions, and in late September 2025 the European Commission opened infringement proceedings against Croatia, among 11 member states, for failing to notify transposition — meaning the country’s current public-access model should be treated as a pending compliance gap rather than settled law.
