Cyprus suspended public access to its beneficial-ownership register on January 3, 2023, following the CJEU’s November 2022 ruling against unrestricted public access, moving to a tiered model for competent authorities, AML-obliged entities, and parties demonstrating a documented legitimate interest. Cyprus is explicitly named among the 11 EU member states against which the European Commission opened infringement proceedings in September 2025 for failing to fully transpose the 6th AML Directive’s access-rules deadline of July 10, 2025, and was separately cited in a July 2026 infringement notice over incomplete transposition of the EU’s criminal-law money-laundering directive.
