Kosovo’s central business register is administered by the Kosovo Business Registration Agency (ARBK), under the Ministry of Industry, Entrepreneurship and Trade. The Kosovo Agency of Statistics counted 53,080 active enterprises in 2024, a considerably smaller figure than the roughly 229,000 businesses registered with ARBK cumulatively since its founding, since the agency’s own count includes many entities no longer actually operating. Since June 9, 2025, initial company registration has been available fully online through the e-Kosova platform, free of charge, with practical turnaround commonly one to five business days — a continuation of reforms that saw the World Bank name Kosovo a top-ten global reformer in its 2013 Doing Business report, before the World Bank discontinued that ranking series entirely in 2021. Kosovo’s economy carries several genuinely distinctive structural features tied to its recent history: the country has used the euro unilaterally since 2002, predating both its 2008 declaration of independence and its own central bank (founded the same year), without any seat in eurozone monetary policy or a lender-of-last-resort backstop; and non-recognition by roughly half of UN member states (around 110 of 193 as of recent counts) has real economic costs — a gravity-model trade study cited by Brookings estimates multilateral non-recognition is equivalent to roughly a 14% tariff on Kosovo’s trade, and Kosovar banks only relatively recently obtained their own SWIFT codes, having previously relied on intermediary correspondent banks for international transactions.

Kosovo created a dedicated Central Register of Beneficial Owners under Law No. 08/L-265, published in the Official Gazette on November 22, 2024 and administered by ARBK, incorporating elements modelled on the EU’s beneficial-ownership rules as a voluntary policy choice rather than an EU or EEA obligation, since Kosovo is neither; new companies must file within 30 days of registration, and ownership changes within 30 days of occurring, with penalties ranging €500 to €5,000 for entities.
