What this data actually tells you about Ukraine

Ukraine’s central company register, the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organisations (EDR), is administered by the Ministry of Justice and held 1,518,456 registered legal entities as of October 1, 2024. Company formation runs through the Diia e-governance platform, which the government states can register a sole proprietorship in seconds and form an LLC in roughly 30 minutes, cutting a process that once required around 30 procedural steps down to three; Diia now connects an estimated 19 million users to more than 120 government services and has become a genuine international reference case — USAID committed $650,000 in January 2023 to help export the platform’s model to other countries, and Estonia has announced plans to build its own government app on Diia’s underlying architecture. The war has reshaped Ukraine’s small-business landscape in ways worth understanding directly: 763,759 new sole proprietorships (FOPs) were registered between the start of the full-scale invasion in February 2022 and 2024/2025, against 684,995 closures over the same period, with women’s share of newly registered FOPs rising from 40% to 61% over three years of war.

Ukraine became the first country in the world to launch a public beneficial-ownership register, in 2015, integrated directly into the EDR — but wartime access has genuinely evolved rather than simply staying open: martial law triggered temporary register restrictions in 2022, public access was partially restored in 2023 after civil-society pressure, and a law passed August 21, 2025 further restricted public access to information such as the exact property addresses of defence-linked entities for the duration of martial law plus one year, explicitly to limit intelligence value to Russia. Ukraine is a MONEYVAL member with a real compliance history: FATF listed it for strategic AML/CFT deficiencies in 2010, removed it from that list in October 2011, and Ukraine’s 2017 mutual evaluation placed it in enhanced follow-up status, where it remains as of the most recent reporting, with a sixth-round evaluation anticipated later this decade. Foreign direct investment tells its own distinctive wartime story: reinvested profits by existing foreign owners — not fresh capital — made up 75% of FDI in 2023 and still 64% by November 2024, and the leading nominal source countries, Cyprus (26.1%) and the Netherlands (22.6%) as of Q3 2024, substantially reflect Ukrainian capital round-tripping through offshore holding structures rather than genuine new foreign investment.
